WHY CONSIDER MEXICO

Most companies make a conscious decision to out-source. Two issues are typically at the root of this decision; competition has created pressure on the cost of their product and manufacturing represents a sizable percentage of that cost, or, for reasons unique to each company, there is reluctance to expand (or create) a manufacturing group. There are many variations, but these two issues are core to nearly all out-sourcing.

Mexico is the prime candidate for companies currently located in the United States, or for those located outside North America wishing their product to be classified as NAFTA origin. Mexico's proximity to the U.S., Central, and South American markets is a logistics natural. Mexico also has an abundance of motivated labor, an educated management pool and affordable power and water.

Mexico's Maquiladora Program, movies a provision created under Mexico's Taxing Authority to encourage industrialization, has a twenty year track record of success. Most major U.S. corporations, and many foreign companies, have been long established in Mexico. By utilizing independent contract manufacturing firms such as OnTime Services , smaller companies can produce as competitively as major corporations.

MAQUILADORA

The Maquiladora Program is a Provision within the Mexican Tax Law that allows raw material to be imported into Mexico, tax free, for the purpose of converting this material into a higher-level assembly, or transforming this material into a non-similar product. The Provision allows six months for this transformation. All material entering Mexico under this Provision must leave under the

Provision; in other words, products created under the Maquiladora Program must be exported, and cannot be sold in Mexico without additional license and/or tax.

SHELTER PROGRAM

This Program is a type of manufacturing operation where a host company supplies the infrastructure (building, personnel, administration and facility management) needed to operate a production facility. The contracting company will commit to a number of personnel for a given period of time (usually in increments of six or twelve months). The contracting company will also supply all specialized equipment required for production, training and line management personnel.

Under this type of relationship the contracting company is `sheltered' from the impact of long-term personnel and real property costs should the production effort fall short of expectations. This method is often used as a stepping stone between contract manufacturing and establishing a dedicated plant operation in Mexico.

NAFTA (North American Free Trade Agreement)

An extensive agreement that addresses the duty-free passage of goods and materials among the signature countries, currently Canada, Mexico and the United States of America. Phased in over the next few years, the purpose of the Agreement is to force those companies selling products in North America to purchase a large part of the material and services needed to produce those products from NAFTA photos sources.

ONTIME SERVICES

OnTime Services owns and operates a manufacturing facility known in Mexico as Apricorn S.A. de C.V. and licensed under Mexico's Maquiladora Program . Located in the Los Pinos Industrial Park, one of the nicer parks in Tijuana, we enjoy easy access to San Diego's Otay Mesa commercial crossing, and all north-bound and east-bound U.S. freeways. Apricorn S.A. de C.V. is incorporated in Mexico, and is owned by the principals of OnTime Services.

Half of the 8,500+ square feet of production space is allocated to electronics manufacturing. The rest of the facility is configured for mechanical assembly and final packaging. We have three-phase 220V power, high pressure air, as well as basic machining capability.

This facility is free from environmentally hazardous materials and processes. The most aggressive material in use in isopropyl alcohol.

Modern production controls are in place including elements of SPC, Pareto Analysis, and other statistical aids. We have successfully worked with customers in a TQM mode, bringing products to market in a compressed time line.

OnTime Services offers hand labor, augmented by automatic and semi-automatic preparation and production equipment. We are licensed to import and export electronic parts and equipment, plastic and metal moldings, extrusions and stampings, electrical wire and cable, and associated chemicals, glues and fasteners pertaining to these materials. In addition we are allowed to import and export capital equipment required by our manufacturing process(es).
